One is unconcious and one is concious...

For TI...the analysis is focused more on object-things in an effort to help people(FE)
for FE....the analysis is focused more on object-people-interactions-group-things...determining shared values which require the use of TI.

FE is associated with affect but not necessarily since affect sometimes is an issue of empathy and FE doesn't guarantee empathy..

    Both are rational judgement functions...

I think of Sherlock Holmes as TI-FE
And I think of politicians, school president, student body as FE-TI

Sherlock holmes is using heavy introverted thinking (TI) and analysis of systems and how they differ or related (such as the system of your shoe and the dirt on it and what system the dirt came from to predict you were just outside when you said you were inside) to save the world (FE)...indirectly..

The politician or the pro-active communal leader is using (FE) mostly to learn the shared values of the group and how they connect to emotions and and he does this using TI.

The primary function is a matter of frequency and order...It's not only used more frequently and relied on more heavily but it is also used first more times than not. It is both the spear head and the hammer head of the personality.

Usually when we read of dysfunction we read instances where other functions lead...and are used crudely.
