I only know this about tertiary Ni
As a tertiary function, Ni manifests as the desire to optimize or perfect upon one’s pre-existing talents or skills.
and I can identify with it. On the other hand I can't identify with your description of tertiary Ni. Can you point me to a source where I can read more about your understanding of Ni?

Maybe he's feeling you out and isn't sure if he feels a connection yet. Istps use introverted thinking, so it's difficult to know what on their minds, sometimes. They're very private and don't share their feelings readily, either.

The desire to optimize or perfect upon one’s pre-existing talents or skills exists in most people. It is not identifying tertiary Ni. Hell, that is my primary desire and I am an ENFP.

My sources are DaveSuperpowers and CSJoseph.

Be bold (but not aggressively), and ask him on a date or something. He probably wonders if you are interested in him too, or he is totally oblivious.
