If someone has strong values and often justifies his/her actions by saying they made such decisions because they believe it was in line with their values, would they be using Fi because they are acting on their own values? Or would they be using Ti because they give their own personal reason for their action?

Feeling and Thinking functions are related to the criteria on which judgment is based (personal or impersonal), not actions or what people say about actions.

I find that Fi has values whereas Ti has principles and yes, they essentially become one and the same because they boil down to ''what makes sense to me''. The only difference being one is of a subjective nature, the other one is of objective nature, but it can be hard as hell sometimes to discern it when you're an onlooker. Usually Ti can explain to you clearly why they believe the things they believe and abide by it, whereas Fi it's just the way they roll.
