How To Tell If I'm An INTJ or INTP?

Okay. This probably should be blindingly obvious as they share no functions whatsoever.
But after taking the functions test again, I scored high on Ne and Ni, and Ti and Te.

And apparently Se is unused while Si is. Both Fi and Fe were pretty low down as well.

So... Help? How can I differentiate? (Yes. I am retarded).

Besides the function test, what other information do you have to suggest that you are not INTJ?
Are you more relaxed when your task is finished or not?

Both descriptions, I can relate to. And I've scored as INTP before on the tests as well.

Definitely after completion.
does repetition annoy you? for example do you ever get annoyed at people posting "what type am I?" threads about same type confusions and think "man, I wish they'd go read all those other 100+ threads on the same subject instead of creating a new one"? - if yes then that's an INxJ trait

I don't get irritated by people creating new threads about type constantly, no.

I DO get irritated by people who repeat themselves and drone on about the same thing a lot.
Do you have a clear idea of how you want the future to be, and think of ways you will achieve that future? Apparently this is how Ni dominants think (will someone please correct me if I'm wrong) while Ne users see countless possibilities in the future.
Ni - I want to make this happen, and I know the best way to do it
Ne - I need all options at my disposal because anything could happen

Yeah, it seems like the Pi functions, Si and Ni are all about having a grasp on an idea of what could be or what should be.

sounds like INTJ the way you rephrased that
may be you have been exploring your MBTI-shadow self which is ENTP and so then yes you would score high on both Ne and Ti as well
