I'm an older female and may not be able to offer you the young male perspective, but first, are you sure he's INTJ? He sounds a little like an INTP my daughter was dating for awhile.
Nevertheless, assuming he's an INTJ, I would take him at face value. If he has other things he wants to focus on right now and doesn't have time to date much, he may simply not want the distraction. Or he likes you and wants to spend time with you but isn't sure whether it is only a friendship or if it could go progress into something more after a) he gets to know you more or b) after he has time to devote to a relationship.
I realize that's vague, but without knowing his situation, it's hard to guess. When an INTJ tells you they like you, they generally like you. If you haven't mentioned how you feel about him in awhile (was the dance this year?), and really want a direct answer, you could tell him and ask if he is interested in developing the relationship. It's hard to tell what he means by 'future'.
