any individual who isn't sociopathic has the capacity to empathize, and does so when something moves them. this is not a matter of personality type.

Fe is innately empathic, but Fe is not required to have empathy. all personality types can and do empathize.

I was never questioning the ISTPs ability to empathize, i was comparing the amount or frequency of empathy utilized by ISTJs vs ISTP types. To be honest i was leaning towards ISTPs as being more frequently empathetic, but i ask questions because i dont have enough information to veryify that idea.

ISTJ's are slightly more compassionate and empathetic than ISTP's since feeling is they're 3rd function, though unhealthy ISTJ's can be somewhat cold.

Compassion and empathy are not correlated with the feeling function...that was actually always one of the problems I had with the Myers Briggs T vs F questions...being compassionate is always associated with being an F, and rational with being a T. I don't see why those two things have to be mutually exclusive.
