Rangiku seems ExFP and Yoruichi ENFJ.
 
I am being 100% serious:


Dominant Te (expresses matter-of-fact opinions without the slightest bit of hesitation. "My God you've gotten fat...")
Auxiliary Ni/Tertiary Se ("I never look back darling, it distracts from the now")
Inferior Fi (hates emotional outbursts and resorts to Te/Se to handle them. "What are you talking about? You are Elastagirl! My God! PULL YOURSELF TOGETHER!" [whacks her over the head repeatedly with a newspaper])

Hates having to do anything that she deems as being below her competence (refuses to do Bob's patch job, insists on making a new suit for him and suits for his entire family), has a reservoir of knowledge/wisdom which she continually pulls from to explain whatever is going on ("Men of Robert's age are often unstable, prone to weakness..."), gets irritated with people when they let their emotions/sentiments get the better of them rather than taking action and doing something about it.

Yes, in case you were wondering, I've spent way too much time thinking about this.

Also, Katherine Hepburn was pretty clearly an ENTJ, and she's stated that she spent most of her time as an actress playing herself. With that in mind, I would say that her character from A Philadelphia Story is an ENTJ. She is far from perfect, but not a villain either.

Thinking maybe Imperator Furiosa from Mad Max: Fury Road?

Kuvira from Avatar: The Legend of Korra is often typed as an ENTJ and while she is certainly the main villain in the last Book, she started out as an ally in Book 3. Though after looking at her character in depth, I have some serious doubts about that typing.

Nothing else comes to mind right now, but I will mull it over.

She's a textbook ENTJ.

Nami (One Piece) could be ENTJ, but she's less stereotypical ENTJ than Olivier, but its still a very real possibility.

The real challenge is finding a ENTJ whos female, an ideal hero, and not an antihero (I would've also said Roy Mustang for an ENTJ hero, but the OP said female only).
 
It's kinda arbitrary whether these are villains or not, but Claire Underwood from House of Cards and Lady Macbeth from Macbeth are probably socionics ENTjs.

For a hero, Oracle/Barbara Gordon from Batman strikes me as one, in certain adaptions.
 
Julia Child from Julie and Julia ? The movie with Meryl Steep and Amy Adams I'm not sure if she is but I thought she could be.
 
The only one that comes to my mind right now is Olivier Armstrong from FMA.

There are not many female ENTJs in fiction, or ENTJs (male or female) that are not evil to begin with.
 
ENTJs are arguably more common than INTJs as being the "Evil Overlord." and I really don't like that. I wish we could see more heroic ENTJs.
