ISTJs are misunderstood
ISFJs are grossly misunderstood.
To answer title question: No. ESTJs are just misunderstood.

1. In one’s own reference system, the own behaviour tends to appear sensible and the behaviour of those who use a different reference system tends to appear nonsensical.

2. The four factors of the MBTI (and the five factors of the Five Factor Model) can be understood as part of the own reference system. Due to the bipolarity of the factors, differences are unmistakable for those individuals who are close to a pole, and the more of the factors are involved, the more alien an individual appears in this respect.

3. The lack of understanding has the positive function of stimulating the identification of the involved factors, which leads to the acceptance of persistent differences. Conversations with the alien yield further information, and constant experimentation helps to optimise the interaction.

The INFP is not the most understood. Quite regularly when that phrase is used, it's to signify that others have not taken the time to understand who they are. Alongside that is often an acknowledgement that no one can understand them as well as they can. I mean, how can they? They cannot 'introspect' in another person. After some explanation with trusted people, it's not too hard to understand them.

If we are to take the Title question in the literal sense, the most misunderstood type is the one most deviant from society but also the one least comprehensible one: INFJ.

They both delve into meanings otherwise are less likely to consider, but also often seem to have trouble knowing the self. As a result, they can be less able to explain themselves to others.
